I need suggestions for a ceremony location in Buffalo, NY for September 2015!

Hello! 
I'm looking for a location to hold my wedding ceremony in the Buffalo area in September 2015. 
My fiance and I are thinking of foregoing a church, and initially planned to hold the ceremony on-site at the reception venue (Templeton Landing) that is right on the waterfront in downtown Buffalo. Time and space constraints have eliminated that option.

We are on a budget, and I do not want to spend too much.

I would love an outdoor ceremony (Delaware Park Rose garden or Japanese gardens crossed my mind), but I worry about the weather. What if it rains? I don't know what the back-up plan would be.

If anyone has any suggestions (including back-up possibilities in case of rain for outdoor options), that would be wonderful.

I literally was coming on here to post the same exact thing but for June 2015. I'm not sure of pricing since it was already booked, but have you looked into the Karepeles Manuscript Library?

I've tried everywhere as we don't want a church wedding and either and have to keep weather on mind. Everything is already booked or insanely expensive.
