Yes, Norwegian has figured out a way to sell an ALL inclusive cruise - if you really want to pay for that. Here is a post from

Norwegian has launched a new "all-inclusive package" that allows
passengers to pay one upfront price that covers many onboard amenities,
including dining in specialty restaurants, alcoholic beverages and
Internet access. It applies to all sailings of three to 14 days in 2015
except those in Hawaii aboard the Pride of America.
Here's what's included: Norwegian's Ultimate Dining Package (for meals
in the ship's specialty restaurants), the Ultimate Beverage Package
(which covers beer, spirits, cocktails, glasses of wine that are $10 or
less, soda and juice), bottled water, shore excursion credits, photos,
chocolate-covered strawberries, free Internet and more.
The packages are priced according to the number of days of your cruise.
For example: $459 per person for a three-day cruise, $649 per person for
a five-day cruise and
$899 per person for a seven-day cruise.
Package
prices are in addition to the cruise fare.
These packages are available only for new bookings made between now and
August 29.

OK, so if you pay $1798.00
extra per couple, you can drink all the cheap booze you want, and eat at the specialty restaurants. Personally, I don't drink THAT much!
