    Nice try redefining the meaning of language, but D-. 
    Your first quoted definition has nothing to do with a party. It explains the word reception in a different form. You could receive a blow to the head, or have bad telephone reception. 
    Doesn't change the rules of etiquette.
    But nice stretch, and quite a theory. Wrong, but credit for reaching.

    The second definition is the form of reception we're discussing. Cut and dry. A formal social occasion. 
    You are "receiving" guests at a reception.  If it's your wedding, you (or your family) are the hosts. 
    Look in that big old book of words again:

    NOUN

    1A person who receives or entertains other people as guests:a dinner-party host
