Central Illinois Wedding on a Budget!!

Hello fellow bride-mates .  I am currently in Arizona, so planning a wedding a few states away is a little tricky.  I am looking around the Champaign or Bloomington area for an indoor ceremony/reception venue.  We are inviting 60 people (obviously they won't all show up), and it is also going to be at the end of February for a winter theme.  We are only looking to spend around 3k for everything.  I just can't seem to even want to spend that much (partial boob job? lol) but I do want a decent wedding .  I'm all about DIY so Pinterest has become my best friend.  If you ladies have any tips or locations/vendors that would be fantastic!
