In my relationship, yes it would be cheating.

 

In your scenario, I would still think it's cheating because they require the OK from their partner.

It's certainly overly secretive and a violation of trust, as well as at least emotional infidelity.

Every relationship has it's own set of rules. Violating those rules is a violation of trust and to me akin to cheating.
