Out-of-State Wedding Officiant?

Does anyone know if your wedding officiant has to be from the state of Virginia, or can they be from another state? I want my older cousin to officiate the wedding, but I'm not sure if she can because she's from Alabama.

I would do a little invedtigating. My understanding is that in order to officiate a wedding in va you have to prove affliction with a religious organization.

I heard that too, but there's a bunch of different things floating around google, so I think I'm just gonna see if there's someone who knows when I call to get my wedding permit.
