It looks like a prom dress from 2013. You're probably not going to find that exact dress anywhere. 

I would look for a grey ballgown and then add a belt too it.

I know Alfred Angelo has a bridal gown in a very similar cut/detail, but of course it's a white/ivory thing. I think they might have a couple of bridesmaid dresses that are similar as well.

Edit: Yep, these one | two | three dresses have similar tops with variations on the skirt, and you could add a belt to any of them to get a similar look. Here's the bridal gown I mentioned.
