A comfortable fabric for a garter?

I want my garter to match my wedding dress, but I also want it to be comfortable. My dress is chiffon and has lace sleeves. I'm not sure whether to go with a chiffon or lace fabric for the garter. Which fabric is more comfortable and wouldn't cause my skin to itch?

    Why do you need a garter? You really don't want to do a garter toss! But if you just want one as a keepsake, chiffon may be slightly less itchy than lace. And if you're not doing a garter toss (which, you really shouldn't--they are super awkward and definitely passé), you can have your keepsake garter made from any comfortable fabric you like, since it will not need to match your dress.
