Dress too small in bust

So when I tried my dress on in store, it was 2-3 sizes too big. So they ordered me a 4, which they’re altering around the waist and hips because it’s still too big. BUT the bust area now fits much lower on my chest as it’s a smaller size. I probably needed one size up just because of the size of my chest. Anyone have ideas for giving my boobs more room/raising the neckline a bit while still keeping the waist tight? Also an issue is that it’s strapless and the back is low…
FIRST pic with veil is the original dress 2-3 sizes too big but fit my top perfectly-look at how high it goes near my armpit. SECOND is my real dress. See how the tips of the neckline come lower near my armpit? Feels like I’mgunna have a nip slip.

Does the alterations person not have any ideas? I agree it is kind of low and I would be uncomfortable in it. Hopefully they can come up with a solution for you.

I'd check if they'd be willing to exchange out the two dresses as the larger one looks overall just more comfortable not just in the chest because you've still got to do things like regular movement - sitting in a chair - etc.  The way it's laying overall looks like the wrong size dress...
