Getting ordained to perform ceremonies in NY state

The laws in NY state are so damn confusing. 

FI and I desperately want someone that we know and love to officiate our ceremony instead of just someone picked out of a book. We are not religious so we would normally just go the JOP route. I have tried researching to see if its legal for a family member to get ordained and perform our ceremony but all the legal mumbo jumbo is just too confusing. I've tried contacting the county clerk who said to call the city clerk and then the city clerk said to call the town clerk. I've yet to reach anyone there. 

Have any NY brides had a friend or family member get ordained to perform their ceremony? Were there any problems with legalities? 

I know its legal in most other states but NY likes to make everything extra hard for their residents...

    My daughter was married in June by her friend, who received his ordination via the internet.  I was leery of this so insisted they check with the city clerk so they went in person and shown his credentials and they were fine and the marriage is legitimate.  By the way, the friend is a resident of PA.

    I am not the only one! Our friend is performing the ceremony this summer. The process is really easy and everything can be arrainged online(according to my friend)
