Officiant Referral Needed (JOP Preferred)

My fiancé prefers that we are married by someone "official" so my idea of having a friend act as officiant will not cut it.  Sadly, the last wedding I attended with a JOP administering the vows was dry and boring.  Does anyone know of an Austin, Texas JOP that is a good public speaker? Can avoid religion? And make the vows romantic?
