Try Chapel Dulcinea. The photos of it are stunning and if my wedding were small enough, I would use this venue for the ceremony. The best part is its FREE!

Umlaf Sculpture Garden is a small and relatively inexpensive place for a wedding. It is outdoors, though, so that's something to consider. I think the price was about $1,000 ish for a weekday.

The Caswell House is also great for small weddings. My FI and I fell in love with it, but our guest list was too large for the place. The balcony offers a beautifully romantic view of the Capitol and is about $1000-$2000. I think they allow you to use their kitchen to cook as well, so it'd be easy to do like a pot luck, or nice homecooked meal.

The Allen House is another option. It is also in downtown. Before you check it out, though, something their website DOESNT Say: The upstairs is rented to an attorney's office, so it's pretty much off limits. Yeah, imagine my horrified and stunned bridal face when I found out that one. Again, this place was really an issue for the guest list we had or else the whole atty office upstairs thing wouldnt have been a big deal. The staff pushed mostly outdoors celebration, but I think with 20 people you'd be able to work with an indoor ceremony if need be.

The Page House is located in Round Rock, while the others are mostly downtown Austin. It's a sweet victorian electic style with a beautiful garden/patio area. The house itself is pretty small, so it may or may not be good for bringing things indoors, but the patio area has a nice Gazebo and a covered dance area as well, I believe. It does have  a barn on the back of the property, but I seriously do NOT reccomend doing anything in the barn. The barn is apparently the original that was built with the house and no one thought "hey, we should maybe rebuild the barn so the weddings dont smell like farm animals".

Kindred Oaks is a good option, too. It's also in Round Rock. It was our very first option and would have been our location, if it werent for the rustic feel. FI and I are really not into rustic/country style. The staff is super relaxed and really personable. I would HIGHLY reccomend this place. Along with your booking, they allow you to stay in their honeymoon suite on your wedding night.

I hope this helps jump start your search a little. Good luck!

Whatever you do...Don't book Hotel Saint Cecilia.  Although the cost of the room includes a nice, sizeable backyard,  the coordinator is a real PAIN to deal with and tacks on a bunch of hidden fees.  Just super shady all around.  Feel free to message me if you want the details.

Try the Bella Notte on Main in round rock. It's beautiful, and if you ook your wedding on a friday night, they will give you a great deal!
