"Cake Allowance"

I constantly read about venue's and a "Cake allowance". Do I go somewhere and find a cake I would like or do they make a cake for me? tl;dr? What's Cake Allowance mean with venues?

    At our venue the package included a $300 cake allowance.  So they (the chapel owners) gave us 2 bakeries to choose from and as long as we used 1 of them we had a $300 credit towards our wedding and/or groom's cake.  If we used another bakery, there was no credit put towards the cake. We chose one of their recommended bakeries and our cake came to $319, so I just had to pay $19 since $300 was credited from the package.A bonus to using a recommended baker is that our cake lady didn't charge us delivery or set up fees since she works so closely with the chapel (I figure since they give her so much business, she can probably afford to let those fees slide).  I think that ended up saving us quite a bit of $$.Hope this made sense, let me know if I just confused you even more :o)
