OP, on the off chance that you're a real person -
1.  Warn FSIL that you're going to tell FI that the two of your are boning, so she can be prepared for FI's wrath once he finds out.
2.  Tell your FI.  You should probably do it in a public or semi-public place (like a Starbucks or a park or something) because he's probably going to want to punch you in the face when he finds out you're boinking his sister, and if he's in public he's less likely to haul off and smack you. 
3.  Then call off the wedding.  Call ALL of your wedding guests and let them know your wedding won't be taking place as planned.
4. Get yourself some serious therapy.

Also, if you scrolled down approximately 10 threads, you'd see we basically had this same exact conversation with some other AE yesterday who was boning her FI's dad.  Switching out "sister" for "dad" doesn't make our answers different.  We're making light of this because we're sick and tired of idiots who bang their FI's family members thinking there's a solution other than "tell your FI the truth and call off the wedding."
