slip- having trouble finding one

hi,
i'm looking for a slip that will make my dress look fuller and i was thinking of a 3-hoop skirt...my problem is that i cant wear taffeta or nylon. cotton would be ideal, but it doesnt seem like anyone makes them.
any suggestions?
