My measurements are
Bust 33
Waist 27
Hips 38 (measure around butt)

What size would you choose?  I'm so nervous!

Always order for the largest measurement. Alterations can make changes that make the rest of the dress fit you. I would order a size 10 or 12, depending on what is meant by low and high hip measurements.

I did have a seamstress measure me...so I believe the measurements are accurrate.  The dress has a big poofy skirt, so I think the low measurement is kind of null and void, but the upper measurements should be fine for a 10.    Thanks!
