BM Dresses under $100

I'm my best friend's MOH for her Sept wedding.  She and I are in NYC, while the other BMs are out of state.  We are looking for dresses in sapphire blue that are around $100 or less, but no luck at DB.  Are there any other wedding chains that would be convenient for all the girls to go to for trying-on and choosing styles?  If not, can anyone recommend good stores in Manhattan or online (w/ good return policy)?  (We've already checked out the usual suspects, Macy's, Ann Taylor, J Crew, etc.)

Jessica McClintock might be a possibility, but they're kind of hit or miss and they don't have that many locations.  What about Nordstrom, Neiman Marcus, etc.?
