HELP! Is this bustle wrong?

Hi Ladies,
I ran into a little trouble at the bridal shop this weekend. The alterations were generally good, but when the dress is bustled, the sides hang down and drag on the floor. The front and back are even (both about an inch or so off the floor), and I think the sides should be even with the front and back since the whole point of bustling is to keep it off the floor during the reception. The manager of the store said if I was wearing crinoline it would be fine. First, the seamstress told me that the dress already has enough built in and, with my already ample hips, I don't need any extra padding to look bigger than I am. Second, the crinoline will lift the dress all over. The front and back are perfect--I don't want them any shorter. I just want the hem to be even all around. I was told I'd have to pay for another alteration if I wanted them to do that. I feel like they've done it wrong and they should correct it, no charge. I was already a little hot at the store because the seamstress showed at 3:00 when my appointment was at 2:30, and she still had to see the girl who had a 2:00.
I guess my question is, "is it unreasonable to expect the bustle to leave the dress with an even hem?" The train isn't very long, so I don't think it is that complicated of a job. However, this is my first wedding dress, and maybe they're all longer on the sides when bustled? I hate to complain about things, and I make a point of being a very laid-back bride, but this is really bothering me. Thanks in advance for any thoughts anyone might have. :)
