Holy Cow!  I would totally react that way and be fuming if my mother did something like that!  And the fact you and FI are paying for it and everything else makes your right to be upset even more.  I would also be fuming at DB.  I have been in a few of their stores and have never felt I got the attention or respect that I should have--especially being a bride that could spend quite a lot of money.  I would call your DB and tell them not to switch the piece out and also inform them that if there are any other questions or suggestions to change the dress, they need to get final approval from you!

oops I voted that you were over reacting by accident... I thought the question was do you have a right to be mad.... Sorry! YES YOU HAVE A RIGHT TO BE MAD... not just at mom/stepmom but at the store as well!
