BM Dress Help

We are having the hardest time finding a dress for one of my BMs.  See she never dresses up always wears jeans and big tshirts.  She is a size 16.  Her body shape is drastically opposite from mine and so I feel lost in trying to help.

She is almost flat chested with narrow hips and a thick waist, also she has broad shoulders.  She doesn't have any idea what to wear either.

My only requirements for my BM dresses are Black knee length to tea length and made of a light flowy material like chiffon or organza for example.  They don't have to match and I told them if they could find  a cocktail dress that would be fine.
What you would all of you reccommend for this body shape pictures would be very helpful

Her best best is an empire waist dress, that emphasizes her (most likely) narrow part under her bust and flows away from her midsection.  Something that doesn't emphasize the shoulders would be good too.  Here are some ideas:

I also had the same problem when looking for dresses for my girls. They are an array of sizes (from a 2 to a 20) and this is what we decided on:

Bill Levkoff 372 in black. The picture does not do this dress justice. It looks gorgeous on all of them, and they say it's comfortable. Reasonably priced.
