But I cannot seem to find out who the designer is?? I know many of them have something similiar but I am looking for this exact dress!!

I think it is actually this Jasmine style, with a brooch added. The neckline is pretty unique to Jasmine styles.

I want to caution you before falling in love with a dress that it can be a hard style to wear, both because of the trumpet skirt, and the strapless neckline. Check out the chick in the front of your photo who's hiking up her dress! Make sure you choose something that fits your aesthetic and that your girls are comfortable in. There are lots of similar dresses that are easier to wear if you have difficulty with this one.
