So my wedding is onthe beach and I thought it would be cute if my 3yr old flower girl wore a tutu and a cute swim suit underneith. Thoughts?

I think it would look funny, not to be mean or blunt. Tutus are worn by ballerinas. And a swim suit IMHO, is too casual. Doesn't seem to fit in with the theme of wedding.

if the swim suit is a one piece.. and the color matches the tutu like this also I think it would look better if it was a white tutu and white swimsuit

You can leotards in solid colors that have the type look you are going for.  Check out a dance store.  They usually carry some pretty cute stuff with the big fluffy tutus.  It might be hard to find a solid colored swimsuit unless it's specially ordered.
