Dessy.com has inexpensive flats that come in navy blue if you're interested in flats. You can add a floral or dimond like shoe clips to them if you want something more and still be well under your $100 budget.

Just found an adorable pair of peep toe navy heels. I'll be wearing them under my dress for our wedding. I had a LOT of trouble finding a cute pair of navy heels, but they just arrived tonight and they look so cute and feel surprisingly comfy! They have some silver beading on the toe as well.

They are at the top of your budget ($99 at Dillards or Zappos) but they are adorable! The color is actually listed as "Blue" on the website, but I promise, they're dark Navy.
