I despise my neighbors, ridiculously long, serious vent session

We bought our house two years ago that is located on a court in a new sub division which is code for our houses are sitting on top of each other (we are so country bound as soon as I graduate, but....I digress).  We LOVE all of our neighbors (even the ones that are a little cooky) except for one.  They are the only renters on the court, not implying that renters are sub-par, careless or generally bad neighbors, just stating a fact. 
*They have 5 kids of their own.  They both work nights.  The youngest is 8, oldest is 20.  The 20 year old has friends over all hours of the day and night, plays loud music out of his car with his friends who are constantly speeding down the court with their music blaring.  The only part that really irks me about that is the speeding, I can handle the music.
*They smoke weed at all hours of the day.  It's either on the side of their house right by my backyard or in their garage with the door open or closed.  I've seen the father smoking with them (the older son, the two daughters (16 and 15) and their 13 year old. 
*I have to explain to my daughter why our court always smells like "skunk".
*My dogs bark when they are outside because they antagonize them through the fence.
*The younger daughter came over when we first moved in and stole my now 6 year olds necklaces, crayons and a barbie.  DF confronted them about it and she did return them and apologize, said they were playing dress up, she forgot.
*All of the kids except the 8 year old (so far) smoke cigarettes out front with their parents.
*The last birthday party they had the cops were called because the dad ran down our naked and his daughter got in a fist fight with her girlfriend in the front yard.
*They leave their pitbull in the yard on a chain all day and night.  When they happen to let it off it jump the fence and attacks the neighbors dogs (our dog and our neighbors dogs have both fallen victim, FI had to take a shovel and hit the pitt to get him off our dog.) The dog is a frequent flyer in the animal control sector.
*They now have 4 house guests.  A cousin with a baby, they are taking care of a friends or sisters toddler (not sure on the back story there) and the daughters girlfriend is living with them.
*There are cars constantly in and out of the court that stop by the house momentarily.  I can't prove they are selling weed, but I have an idea. 
*The friend with the baby curses at the child telling it to "shut the f*** up" the baby is probably 8 months old and in a walker in the garage with the weed and cigarette smoke.

*I've asked them to not smoke weed so blatantly and I'd prefer it not to be on the side of the house we share.  They ignored
*We've asked the friends to slow down.  Ignored.
*We've told them that if the dog gets out we will call animal control and if he attacks anyone or our dogs we will press charges.
*We called the cops on the naked dad and fighting daughter.
*I called CPS regarding the baby.
*We no longer allow the younger one in our house

Do we have any options here, any good advice???? They are driving me bananas.

  • Who owns the home?  Can you get in contact with them?  Have you ever known them?  If I was renting my home to crappy people, I'd want to know about it.
  • I would contact their landlord if I was in your situation.

  • I've never seen the landlord.  Will they release that information to me if I go to city records?  I've called non-emergency police a few times but they just deny they were smoking.  The "whole" street doesn't smell, just the very end of the court Frown Gotta love the smell of weed every single hour of the day.  They must be selling because I'm sure that stuff isn't cheap.

  • We were having problems with our neighbors and I called the city, they gave me the owner's name but couldn't give me a phone number. They said names of owners are public record. Ayway, I took the name and just looked up the number, owners had a talk with the renters and it helped a lot. Good luck!

    Definitely contact the landlord and the HOA if you have one. Otherwise, call the non emergency police number next time they're out smoking. It's illegal for minors to smoke cigarette and illegal for all of them to smoke marijuana.

  • If you look up the address online, it might give you the owner's name. I know our names are listed on blockshopper.com; I would contact the Landlord and call the police as PP suggested.

  • I'm sorry you have to deal with neighbors like these. I hope the city gets back to you with the information that you need to contact the landlord, which would have been my advice but PP's beat me to it. 

    As much as I do not agree with the smoking of both substances, especially by minors, I would use caution of calling the non emergency police too much on this issue. If they come to their house multiple times and are not able to do anything, you might become a nuisance to the police rather than solving the problem.

  • Good luck, that's so frustrating! I actually ended up moving in the middle of December because of bad neighbors and pot smoke coming through our vents. It's no way to live, I feel your pain.

    My thoughts exactly.  We've only called twice, once for the fist fight and weird naked dad.  The second because there was a large group smoking and playing loud music at 3 in the morning.  I don't want to call the police if they can't prove anything.  All they have to do is deny it.

  • I really hope contacting the landlord helps....but I've been in the situation where the landlord was permissive of pot use (her and her boyfriend actually grew their own in the backyard.) It could just be that I'm used to the in depth background check that it takes to rent a place around here and odds are they didn't suddenly start those habits when they moved in. So I do really hope that the person who owns the house just hasn't been vigilant and they work with you to find a solution.

  • We live in a pretty small town....I'm not sure if the non-emergency hotline would have many ideas (maybe I'm wrong, but I doubt there are many resources available....) I am going to try that website.  CPS basically said they would investigate, but it is very hard to prove those kinds of instances without proof of physical harm *sigh*.  Makes me really sad.

    If that doesn't work, try searching for the name of your county plus appraisal district (e.g. "Smith Appraisal District"). Not sure if they have to have them in every state (I would assume so), but in Texas once you get to your county's tax appraisal website you can search by address and it will come up with the owner's name. Sometimes it even has their contact address with it. HTH!

    Most of our friends are smokers, I don't mind as long as it's done in an appropriate setting (not with kids around, etc) but this is just ridiculous.  FI and I aren't smokers because one, we just never got into it, and two, we are in two professions that require drug testing ;)

    <div>Well, as someone else said, if they have ever had a possesion or intent to sell drug charge, ever gotten caught buying cigarettes for minors or if CPS has ever been involved because of the environment their kids live in, issues with truancy with the schools. I know it's not fail-safe but sometimes asking for a reference here or there would help. Also, I've seen my landlord several times since we moved into our apartment in October, in some instances with no warning or casually in the lobby. It just didn't sound like this was a problem OP developed with her neighbors overnight. </div><div>
    </div><div>Also, I'm not saying that all regular smokers wouldn't or shouldn't be able to pass a background check, the key here to me is the responsible, respectful part of being a neighbor or tenant. There are many things in addition to the pot smoking that increase the chances of a background check being effective. </div>
