Hampton Roads (ish) ceremony/reception venues on a budget?

I apologize for making the millionth post about this, but I could really use some help. I'm looking for venues ideally in Norfolk or Virginia beach but we can travel up to about an hour away if necessary. We need somewhere that can accommodate around 100 guests for under $2000 (the cheaper the better). I'd love for the ceremony to be outdoors, but it isn't absolutely necessary. The reception can be outdoors or indoors. I've searched high and low but I'm most interested in hearing from people who have experience with the venues, first or second hand. I'd also love to be able to have outside catering and do the decorating myself, but that's not absolutely necessary, either.

At this point price is unfortunately the biggest factor, so we haven't decided on themes, colors, or much else until we can get the location down. Thanks so much in advance for any help!

    Outside catering is pretty much impossible. Pretty much every place that I talked to that didn't have their own caterer had a specific list that you had to go with. However, there were a few.
    This is a copy/paste from the other post that was looking for this.
    Very few places let you bring in your own food, but ones that I think let you are the Chrysler Museum, Mariner's Museum, Va Living Museum, Peninsula Fine Arts Center, Smithfield Center, Boxwood Inn, and Contemporary Art Center.
    And maybe Attucks Theatre? Lighthouse on the Cove does as well, but their rental is over 2000.

    I found that having a food minimum was better than a room rental because I'd rather spend 4k on food than 2k on the room and then 3.5k on food. Basically, finding my own caterer wasn't going to save me much. So if you want any information on other places with food minimums, PM me and I can send you more info.

    I'm getting married at Fort Monroe next May at the Contenental Gazebo and then will have my reception at the Bay Breeze Community Center. Both are located on the water.

    The Gazebo you must rent with set up and break down included. So I rented it for 3 hours at 80 dollars an hour. totalling to 240.00.

    The Bay Breeze Community Center also caters the food. They charge 1750 (250 of that is a deposit) for the Chesapeake Room which can hold up to 100 people.

    Also for the gazebo they have chairs to rent for 2.00 a chair.. I'm not sure if you need to include that in your budget. As well as 50.00 for the wedding rehearsal.
