White Powder used in Candy Buffet

Can anyone familiar with candy buffets tell me what the white powder is that people use to fill the jars?  Sometimes the jars are filled with this white powder and whirly pops are stuck in them.  Is it flour, sugar, some sort of craft sand?  I'm sure I can use any one of the ones I just mentioned but I'd like to know what the norm is so I can use it for mine.  I feel like baking flour would be too messy and sugar may be a waste or a sticky disaster

    I didnt use powder,i used crystals i got in Michaels.Pictures are in my bio

    Your probably thinking of rock candy.  It comes on sticks(you've probably seen them used for expresso stirrers) but it also comes on strings or loose in little crystals.  Check out wholesalecandy.com and look under white candy for an example of all of these.

    white powder ive never seen, but it sounds messy. i would do the crystals instead
