I would honestly stick with doing a ribbon. It's one of those little details that seems incredibly significant until the wedding is actually taking place. Nobody will notice if you go to great lengths to customize your bubbles, and you'll have gone to quite a lot of work for very little pay-off.
Just use ribbons in your wedding colors, and they'll be adorable. If you really want a bit of extra personality, you could always add a little charm, of a shell/beach umbrella perhaps, to each bow.

Programs will probably just get thrown away after the wedding, but of course you want them to look nice.
I think that, when all is said and done, food/booze, the DJ, and possibly the venues are the things that people will remember from your wedding.
I know that when you're planning it's so easy to get caught up in everything (the details, etc.), because I certainly did! We ended up with a lot of small details and such at our wedding that even I barely remember.
It's nice to have photos of them, of course, to remember everything about the day, but after everything is over, your money is far better spent on big ticket areas (such as food) that everyone will enjoy/remember, than on tiny details that only you will notice.
