there are not a lot of dark blue flowers and most dark blue flowers (iris, delphinium) are actually a purply blue color.  You could use dark blue ribbon to wrap your bouquet or used fake flowers in a dark blue.

For lime green, there are hydrangeas, bells or Ireland, orchids, several types of ivy and ferns that all come in lime green.

Your best bet is to talk to a local floral expert.  If you have found a florist, great and ask lots of question.  Another resource could be your local garden shop or college extension.

There are not a lot of options for blue flowers, so something that contrasts or compliments your colors would be your best bet.

You can always do all white, or lime green and white. If it were me, I'd use green and white, and add a third accent color of bright yellow or hot pink.  Or both.  Dark blue and lime green are a "bold" color scheme, and I think they need a fairly bold pallette to compliment them.  But pastels will still be pretty if you prefer softer colors.

You can get almost any flower in white:  roses, lilies, hydrangeas, peonies, ranunculas, daisies, etc...  Lots of choices for yellow and hot pink flowers too.

You have less choices in lime green flowers, so they would make a good accent/filler flower.  Pom pom mums, hydrangeas, orchids, carnations, hypericum berries, or some roses come in a pale green.
