I work for a Wedding florist and the answer to your question is....
May-June and some times into the first two weeks of July depending on the weather as they will come local from Vermont!

May to June they can be grown pretty much anywhere is US, but all of the florists I talked to have peonies year round (they just fly them in). I suppose if you have a budget though, they'll be cheapest in late spring.

My wedding is July 9th in Chicago.  I got quotes from 4 different florists, and every one of them said they don't like to even try to do peonies in July because they never know what kind of condition the flowers will come in......so, unfortunately I had to nix them all together!

@ellone - I think it depends on the florist...mine is getting them for me in mid-March since they are what I really wanted for my bouquet, but I'm having to eat the cost. Luckily, she's still giving me a great price overall.
