Full photo retouching

Do photographers usually included full retouches in their packages? I thought so, but I came across one of our hopefuls and they charged extra for what they called 'fine art edits'. Their regular negatives are just color and exposure corrected. Has anyone else run into this issue?

    With weddings, usually only color and exposure corrections are standard. Most good photographers will also include the removal of major blemishes on the married couple. 

    However, professional photographers usually fully retouch all images that are included in the professional album, as well as any prints purchased through them. 

    It would take far too much time to fully retouch an entire wedding (we're talking 6-8 months at least).
