Engagement pics at OC beach

Do all engagement pics require a permit in Orange County?  I read that Laguna requires a ridiculous $243-305 permit for wedding, which only lasts 2 hrs!!!!

Newport Beach, I am not sure....

    For future reference, this is an international board. Area specific questions are best on the local boards to the left.

    But since I am from OC: A friend of ours did our engagement pics. We did beach pics and he didn't have a permit and we saw other couples there doing the same thing. He did mention that as a business, Huntington Beach requires a permit as do some others. We were down in Laguna somewhere. We didn't have a permit because he was a friend and he wasn't charging us, so I imagine the rules didn't apply. I would ask your photographer, they will know all these things.
