Restaurant Bachelorette Party

MOH for my nieces wedding is her 18 year old sister. Should she and the bridesmaids still plan party or should the mom help? Since its not going out to bars, should the mom be invited as well?

    1 of my BMs is 18.  She helped plan the party.  I wanted to have a b party she could go to so we went to a drag show/ restaurant.  My mom and 2 aunts came as well. After that the they went home and we went to a few bars.
