    You really can't ask at all.  Wait for them to bring it up.  Unfortunately if no one offers to throw you one it's rude to ask for it.

    Engagement parties don't have to be within any set time frame, as long as they are closer to the proposal than to the wedding. I got engaged December 2010 and my engagement party was July 2011. No one was offended by this, and we're a very traditional couple/family.

    Also, I think there are ways to bring up an engagement shower without asking for one. You're probably comfortable enough with your fiance's family to say something like "we were interested in having an engagement party as a way for our extended families to meet...who usually hosts these things?" You don't have to say "please throw me a party", but can still talk about it. 

    Usually though, I think the bride's family throws the party. Anyone can though, friends included.
