Anyone, except the bride or groom, may host a shower or BP. In my circle, showers are held 1-3 months before the wedding. BPs are scheduled closer to the wedding, depending on what is convenient for everyone. The bride should not delegate these 'duties' to anyone; she should wait for someone to volunteer.

In my area the mothers, aunts, and mother's friends throw the showers.  I know in other places the BMs throw the showers.  My MOH is planning by bachelorette party with the help of the other BMs.  My showers are about 2 months before the wedding and bach party is 2 weeks before the wedding.

My mother is hosting the Shower and my MOH is hosting my Bachelorette party.  I know that they have both been in communication about the Shower.  But my mom is not invited to the b-party.
