Bridesmaid is in the Navy

One of my bridesmaids is in Navy.  We picked our wedding date because she was suppose to be back in the USA a few weeks before and I didn't want her to miss out.  Today she found out that her boat won't be back in time so she probably won't be able to make it.  Another bridesmaid paid for her dress and shoes and they are on the way.  I'm not sure what to do about the dress, should I pay for it since she can't make it?  Any ideas?  Thanks!

Offer to pay for the dress if you want, but don't replace her.
