First, your mom has no say in your BP.  You pick who is nearest and dearest to you to include on your side and FI gets to pick his side.  Also, wait til the fall of 2013 to ask your BP.

It could become awkward when you only have one of the FSIL in the wedding.  But your FI could have his sisters both stand on his side. 

The one thing that stands out is that your FI isn't on your side in the issue with his sister.  He should have seen that you have been cordial to his sister, she is just not receptive to it or is cordial back.  It sounds like he blames you for not getting along with his sister.  FI needs to start backing you up.  It's not like he has to go to his sister and say be Kelsey's BFF.  But if would be nice for him to see that you have put effort in and just did not have it recipricated.

Are you really close with the younger sister? Or would you just want to include her because she's your future SIL and you get along with her?

"Your wedding is too far off to be thinking about a wedding party at this point. Your fiance does NOT "have to come up with more people."  Sides do not have to be even (I have no idea where people get this notion), and he can have his sister on HIS side if he wants her in the wedding. Pretend it's 3 am, and you need to get rid of a body.  Who do you trust enough to call? That's your wedding party, whether it's one person or none. You pick your side, your fiance picks. Simple as that.
