Skin care help!

I feel like I'm returning to teenager skin in my late 20s!

In my teen years, I had very oily skin and constantly broke out.  My skin care issues died down in college, and my skin has been great up until about 6 months ago.  I tried using the teenage acne products, but those don't get along with my now combination/sensitive skin.

This past weekend,I was staying at a friend's house and had forgotten my face cleanser (Cetaphil) and asked to borrow something.  She gave me a cleanser and her toner (cleanser was a gentle cleaner similar to cetaphil and the toner was Neutrogena Alcohol Free).  I noticed that the toner took off all of the junk that the cleanser missed.  I was horrified when I looked at the cotton ball and saw all of the stuff that the cleanser has been missing and finally figured out the reason why I'm breaking out.

I'd like to get my skin under control before the wedding (6 months away) and was wondering what toners have worked well for other people.  I thought about using the Clinique 3 Step system because I love their products and people rave about the 3 Step, but I've had very bad luck with their Step 2 Clarifying Lotion in the past.  I've tried it once in high school and once in college and had to return it both times because it made me break out REALLY bad.  I've read that Clinique has reformulated the Step 2, but I'm afraid to try that again.  I asked at the Clinique counter when recently purchased the Step 3 moistuizer (which I've used for years and love), and the salesperson told me to try the Step 2 again and that she would work closely with me to figure out what's going on.  If I'm going to try it again, I would need to start now so that if their is a problem, I can take care of it with more than enough time before the wedding.

Would you go back to trying the Clinique Step 2 Clarifying Lotion or try something else?  What works well for others?
