Flower girl gift?

I have two flower girls who are sisters.  I am thinking of giving both jewelry to wear at the wedding and the older girl (4 years old) a cute musical jewelry box which she will love since she is a girly girl.  Her sister is 2 and is not girly.  What can I give her sister?  Also, do I give them the gifts before the wedding, just prior to the wedding, or after the wedding?

    My flower girl is barely  3, and I got her a super cute "bridal doll" from Target. She is very girly, and loves to pretend! Target also has a Fisher Price "Little People" wedding set that would be fun (the only reason we didn't get this is because the groom (his niece is the flower girl) isn't caucasion...

    Our fgs were 4 and 8 so I was able to get them a cute charm bracelet and other things. The rb was 3 and we got him toys.

    our flower girls were 2 and 3, and i got them matching "build a bears" that had wedding dresses. I added a black sash so they matched what the girls would be wearing, and they absolutely loved them. they even were fighting over one at one point during the rehearsal dinner.
