Most Seattle parks are $200 if all you need is an outdoor area.  I don't know of anywhere indoors that would be that inexpensive.

Definitely look into city parks.  There's also other city parks in the area which might work, depending on day, how long, etc.  Heirtage Hall in Kirkland http://www.ci.kirkland.wa.us/depart/parks/Facility_Rentals/Heritage_Hall.htm  is really pretty place, and there's the Dining Hall at St Edwards State park http://www.parks.wa.gov/dayuseplaces/.

Definitely parks are the way to go. All Seattle city parks are $100 per hour with 2-hour minimum except for the specialty sites which are more (Kubota, Parsons, Discovery, and the Arboretum). Are you looking for just ceremony or also reception? One thing to keep in mind if you're thinking reception as well is that you can't have alcohol in the parks, only some indoor facilties allow it with a permit.

Another tip - don't know when you're thinking, but weather here can always be iffy. Take a look at a location that has a picnic shelter as well. They are only about $75 for a half day to reserve and works as a backup if it's pouring (tent rentals can run you $500 to $1000 easy).

Also look at Alki, Golden Gardens..and one no one ever mentions is where we're having ours: Meridian park in Wallingford. Take a look at my bio for some pics.

By the way, I have a PDF from the parks department that lists all the Seattle locations, a quick blip description and the capacity if you'd like me to email it to you. I don't know why they don't have it on their website. It's something they sent to me after I soft-reserved our spot.
