Welcome Bags

Hello Ladies!

 I am trying to find a place to get about 3-4 dozen welcome bags that don't cost alot. I found some on oriental trading they were cheap $3.49 per dozen but then the s/h was $17. I don't want to pay more for the s/h than i do for the bags. All help will be appreciated!
