Link/Siggy Question

When you have a link in your siggy, how do you make it so people can click it?  And how do you change the name?  I know how to do it when you're posting on a board but I mean like this:

Do you see what I'm asking?  :P  Probably not - I'm so jumbled haha.  Like the "Bio" links in people's siggies.  TIA!!
