Wedding Woes

Anyone encountered this?

So I just found out that my venue does not allow outside photography or videography. That's fine until I found out that they don't offer vidography. (This is an all-inclusive desitination wedding.) That was a major bummer, but oh well. Upon further research, I found that none of the guests are allowed to take pictures, even with their camera phones. Anyone caught taking pictures will immediately be asked to leave. This rule does not just cover the ceremony, but any shots they want to take of the scenery upon arrival and departure. That sounds pretty harsh to me.

The deposit is down already and other than the above problem, it's the perfect outdoor mountain top venue. So moving on from the above vent, how do I go about letting the guests know without sounding like a total bridezilla? We are not having programs (no money left in the budget), and I don't trust word of mouth. Any suggestions? Would an announcement before the ceremony begins be incredibly tacky?
