which do you think is a more important issue for the local police to deal with, if there is only one cop car in the area at the moment?

1. the delivery truck with a wide open back door and boxes/pulleys/shipping items that are not secured, driving along a main local road at the posted speed limit?

2. the crazy person who is laying on the sidewalk, looking up into the sky, singing and dancing to himself, blocking pedestrian traffic?

#1.  If something falls out of that truck it could cause damage or injury.

#1 poses a threat to more people.  especially if the posted speed is over 25

I would say #1, no matter what in this situation.

The truck is unavoidable in traffic and is a danger to others.  Items that appear to be secure can become unsecured.  A few years ago a dresser or something similar fell out of a truck and impaled the car behind it.  The young woman survived but is now blind, I believe she cannot smell and her face is messed up.  I have not traveled behind trucks with furniture in them since.

As for the crazy person, most crazy people are harmless and I am sure is easy to walk around.
