I need help establishing a secret relationship with a minor across state lines

For realz.  My sister's 40th birthday is next month and I want to do a little surprise project for her but I need cooperation from her daughter and my mom.  However my sister has access to niece's phone, FB and e-mail.  I'm sure niece has a way around all of this, but I don't know what it is and I don't know how to ask without her mother seeing/hearing.

Same problem with my mom.  Mom and sister work together, share a computer, etc.  Sister answers mom's phone, reads mom's e-mail, etc. 

She would probably even intercept a carrier pigeon.

It wouldn't be weird for you to just call your mom though, right?  So just call her and then tell her to get someplace you can chat?

I have already talked to my mom.  But my mom is scattered and busy and not so good at relaying details.  I would really like to have a little chat directly with niece.  I might just have to send her some silly texts, wait until she is actively responding and I know it is her, then slip in a "call me!  Top Secret! Delete this text!"

I suggest setting up a date with all of them. Perhaps at a mall restaurant so there's more leeway to talk to them say, maybe across a clothing rack. I'm sure your sister will need to go to the bathroom by herself at one point or go into a fitting room. Then ... Unleash the plan! So you get a lovely date and setup a plan. Ah .. Just re-read that the niece is across state lines .. So! Get on the phone with your sister and tell her you wanted to tell your niece about something random like Justin Beiber (randommm), when she gets on the phone tell her, "don't say anything until I tell you too .. Here is my plan for your moms surprise ......... (Tell her to squeal about Beiber ..lol..)" Or try ... Tell your mom to call your sisters phone then you simultaneously call the niece. Just improv to what ever works
