Table Names and Frames

Need help!

 We want to do something similar to this photo, but I am having a hard time creating the actual image. Does anyone have a program they recommend? I've toyed around with Word and PowerPoint, but was wondering if anyone has any better ideas. We would like to print them about 8x10.

<div>We used 5 x 7 frames and MS Word. If you make a Word document landscape, you can put two images on a single page with 1/2" margin and 1" gutter</div>
