Do cocktail hours normally take place in the reception area?Should people have access to that area before the Reception begins?

It just depends on how your venue is set up.  Some people do have the cocktail hour in the main reception hall.  There's nothing wrong with letting the guests in there to find their seats and get drinks and mingle. 

At our venue, there was a smaller room in addition to the bigger room where our reception was.  So the cocktail hour was held in the smaller room and everyone moved into the main reception hall when the cocktail hour was over.

In my experince the CH has always been in a separate room.  One of my friends attended a wedding a couple of months ago where they were in the same room, and she said that people just sat down at whichever table, then moved to the right table afterward.  But this meant that when you finally sat down in your seat, there were crumbs from someone else eating on your plate - Gross!!  Just something to consider.

Depends on your venue.  Personally, I prefer a separate room for the cocktail hour.  If it's all in the same room, a lot of people will just find their tables and sit down.
