Wedding Venue for limited budget

I'm helping my SIL plan her wedding.  She is living in Maui, but wants the wedding here since they are both from Vacaville.  Her budget is about $5000 with 175 guests.  I'm looking for venues anywhere from the East Bay to Sacramento.  Napa and Sonoma could work as well.  Thanks ladies!!!

    Oak Leigh in Fair Oaks is nice and they provide almost everything except food for $3,000.

    I think the Marriott Courtyard in Vacaville is really inexpensive

    Check out the Benicia Clocktower. It's a venue that lets you bring in your own caterer, alcohol, etc. It's big inside with a good view, and when a friend got married there years ago, I think it was only $50 an hour or something.

    Capitol Plaza Ballroom in Sacramento. Reception and Ceremony for hall rental fee of $1750.00 and the food is catered there and reasonably priced.
