Does anybody know of a outdoor venue within 1 hour of Sacramento with these qualifications:

Less then $1000 to rent

will let you cater yourself at little to no charge (let you BBQ a plus)

available use of a kitchen 

I am having the hardest time with a venue and i'm running out of time.

the Japanese Garden and Memorial Auditorium in Lodi at Micke Grove. The auditorium has a kitchen and both of the items are pretty affordable. You can BBQ if you get one of the outdoor picnic areas. Some of them are pretty big.
