Check out the knights of columbus halls. At first I was kinda leary about them because I was thinking bingo and cigarettes. I am very surprised at how nice their hall is, but its in bowie, md. For $48pp I get an open bar, sit down or buffet dinner with two meat choices, table linens, set up and break down, and centerpieces if I want to use theirs. There is also no addtl fee for the hall rental

This is kind of outside the box, but check out the Frying Pan Park Visitor Center: http://www.fairfaxcounty.gov/parks/fpp/visitorcenter.htm.  It's in Herndon, and it is a supringsly nice room.   I stopped in there one day on a whim and they were actually setting up for a wedding.   It's cheap to rent too--under $500 I think.  You would need to bring in your own caterer though.  I bet the farm would be pretty in October!
