That's a tall order..lol  Lets see how many guest?  I was working with about the same budget so hears a few ideas that worked very well for me:

    Prince George Ballroom-http://www.pgparks.com/places/eleganthistoric/ballroom_tour.html
Have an outside patio for ceremonies and receptions.  Also has a beautiful ballroom. Tables and chairs comes with the rental.  $2500 for Saturday evening for 7 hours and includes bothe the ballrrom and the outside patio.  Holds up tp 250 people.  Very comfortable for my 160 guest list.  You have to provide your own caterer so...

    Basikneads Catering in Alexandria. http://basikneads.com/
Can't say enough about them because they really worked with my budget and i didn't have to sacrafice quality and service.  Had my first tasting and the food was excellent.  Ask for Lena, she has been a dream.  they don't charge a corkage fee so we're providing our own alcohol.  That's a huge save right there.

    Photography-Check out http://blythscottphotography.com/pricing-packages
We met with so many photographers and we decided to go with them.  Two photographer for 7 hours and an album for $2300.  This was bit of a spurlge for us because we're not hiring a videographer so we really wanted great photography.

    Flowers-http://www.flowerwholesale.com/
Every consider doing them yourself?  If so check out Potomac Floral in Silver Springs, MD.  It's a wholesale warehouse and the flowers are fresh and beautiful.  My budget for the flowers is $500.00 for 15 centerpieces, all 8 bouquets, 8 boutonnieres etc... The total includes the vases, fillers and supplies. All the vases fillers and supplies were purchased at walmart.

    Don't forget the cake:  http://cottonsgourmet.com/weddings  and  http://www.kirstenscakery.com/
Try Cottons Gormets in MD or Kristens Cakery in MD.  They both are $3.00 pr slice for buttercream and $4.00 for fondant. Cotton's cakes taste absolutely delicious and she have more variety in flavors.  That's who were going with.
It's a lot but I hope it helps.  Good luck and happy planning.

With the photographer look into Roman Grinev Photography.  Roman is expensive but he works with amazing photographers who are under $2,000.  He also just sent us an email tha the has a brand new photographer he is working with and is introducing him at a rate of $900.  While I would normally be scared about working with a photographer new to the group I trust Roman's judgment b/c all of his photographers are amazing!  Some advice that we got was to cut out the proofs, prints, and albums from your photog package.  The photos are all electronic now and most photographers give you a DVD of all the pictures.  You can then take whatever pics you want and get them printed elsewhere for cheaper.

For a florist we are using Petal's Edge in Old Town Alexandria.  They came highly recommended and were very nice about communicating where we could cut flowers so that the quote was budget friendly.

    Best of luck!

Wow!!! Hopefully, I can provide something helpful.

Photographers- I have two great ones.  My e-pics came from http://www.judahavenue.com.  They were fun and bright and less expensive than my wedding photographer. My wedding photographer is in your price range for the whole day.  Plus, you will get a DVD with all the photos. You can reach them at http://www.MorningStarPhotography.com.
